What people ask before they call.

Do permit violations transfer with the property?
Yes. Violations attach to the property, not the prior owner. If you inherited a property with an open Notice of Violation or code-enforcement lien, the responsibility to resolve it transfers to you. Inherited violations are routinely resolvable.
Can I sell my property with an open violation or permit?
Often yes, but it's complicated. Open NOVs and unfinaled permits typically show up in title searches and four-point inspections, and many buyers' lenders won't fund against active code-enforcement files. The practical answer: resolve before listing. Most cases close in 6–12 weeks.
What's the difference between an open permit and a violation?
An open permit is a permit that was issued but never finaled — usually because a contractor walked away before the last inspection. A violation is when work was done without a permit OR a permit was issued and the work doesn't pass code. Both can block sales and refinances; both are resolvable.
